How might I do this:
Let’s say I have 3 images of a tee shirt, each image is a different colour.
How can I create a gif product image that rotates through the 3 images, say 1 second between each image showing?

You can do this! Each shirt should be on its own layer, and then you can use the File ▸ Export ▸ Export (Web & Other)… menu item. Select the “Animated Gif” option, and you can change the FPS in the lefthand pane as well.
