Sorry for the late reply, I somehow missed this question.
The Masked Blur filter is a little tricky, but it works like this:
You’ve got a layer, and you add a layer mask. Then on the layer mask you add a gradient top down, from black to white. This will make the top bits of your image transparent, and the bottom opaque.
Then if you select your original layer again, and then choose the Masked Blur filter, and then choose the Layer ▸ Disable Layer Mask menu item, you’ll get a top down effect where the top of the image is sharp, and then it slowly becomes more blurred.
