I have great pictures that have sun in top half, shade in bottom half of photo. Is it possible to darken a selected part of a photo?

You can darken a selected part of the photo by selecting the area first (using the various selection tools: see Acorn: Selections ) and then using a filter on it. The quick mask tool might also be useful in your photo, depending on what it looks like.
All the filters will work with a selection - but they give up their non-destructive nature once the selection is cleared.
